it is called air filter cover plate (lid)-- the bottom one is called the air filter housing. it was changed around early 60's for the paper typeWhats the round thingy called that you put the oil filter in on top of the carby on an older style car?
It is called an air filter housing, and the oil bath innards are called the filter element. Most oil bath filters have been replaced by modern filter elements that are made to fit the original housing and retain the original look. Here is a typical 1955-1958 set-up and upgrade.

do you mean the air filter????????????
By carby do you mean carburetor and are you refering to an oil bath air filter????
I think you are talking about the air cleaner housing not the oil filter, it's a 2 piece holder for the air filter, a base part and a lid.
if you are talking about the air cleaner the filter would be called an air filter
